José Francisco Robles Ortega was born on 2 March 1949 in Mascota, in the state of Jalisco, the third of sixteen children of Francisco Robles Arreola and Teresa Ortega de Robles. He pursued his early formation at the minor seminary of Autlán and later studied at the Pontifical Gregorian University in Rome, earning a degree in dogmatic theology. He was ordained a priest on 20 July 1976 for the Diocese of Autlán, where he served as a parochial vicar, spiritual director and rector of the minor seminary, and diocesan consultor, and as vicar general from 1985 to 1991.
On 30 April 1991 Pope John Paul II named him titular Bishop of Bossa and auxiliary bishop of Toluca; he was consecrated on 5 June 1991. He became Bishop of Toluca on 15 June 1996 and Archbishop of Monterrey on 25 January 2003. Pope Benedict XVI created him a cardinal in the consistory of 24 November 2007, assigning him the titular church of Santa Maria della Presentazione in Rome. On 7 December 2011 he was appointed Archbishop of Guadalajara, succeeding Cardinal Juan Sandoval Íñiguez, and took possession of Mexico's second most populous see the following year. He was elected president of the Conferencia del Episcopado Mexicano (CEM) in November 2012 and served two consecutive terms until 2018, and was a cardinal elector in the 2013 conclave that chose Pope Francis. He is a member of the Dicastery for Evangelization and the Pontifical Commission for Latin America.
Doctrinally conservative, Cardinal Robles Ortega became one of Mexico's most prominent episcopal voices in defense of marriage and the family during the national debates over same-sex marriage, and a steady critic of relativism, abortion, and secularizing legislation. 2021 remarks on legal recognition of same-sex unions
On 12 October 2021 the cardinal stated on social media, "Las personas con preferencias del mismo sexo tienen derechos a que la ley los proteja en su unión, pero no es justo que lo equiparen al matrimonio" (people with same-sex preferences have a right to legal protection of their union, but it is not just to equate it with marriage). Traditionalist Catholic outlets criticized the comment as departing from the 2003 Congregation for the Doctrine of the Faith document opposing legal recognition of homosexual unions. Implementation of Traditionis Custodes in Guadalajara
After Pope Francis issued the motu proprio Traditionis Custodes (16 July 2021) restricting the 1962 Missal, Cardinal Robles Ortega decreed on 21 September 2021 that celebrations of the traditional Latin Mass in his archdiocese would require case-by-case authorization, with priests formally declaring their acceptance of the post-conciliar reform and the Second Vatican Council.
