His degrees are a Licenciatura en Sagrada Escritura from the Pontifical University of Mexico and a doctorate in Biblical Theology from the Pontifical Gregorian University in Rome; the Spanish Wikipedia and InfoVaticana give the Pontifical University of Mexico degree as a licentiate in Biblical Theology, and the bulletin form governs, the variant recorded, not merged. He studied at the Toluca seminary, where he later served as prefect of studies, and as a professor at the Pontifical University of Mexico. On the Wikipedia tier he was the second of eight children of Miguel Castaño Cervantes and Reina Fonseca Gutiérrez, attended primary and secondary school at Villa Cuauhtémoc from 1968 to 1977, studied at the Toluca seminary from 1977 to 1986, at the Pontifical University of Mexico from 1986 to 1989, and for the Gregorian doctorate from 1992 to 1996, with priestly offices including the Minor Seminary formation team, prefect of studies and professor of the Major Seminary from 1989 to 2009, general secretary from 1997 to 2005, librarian from 1999 to 2009, invited professor at Regina Mundi in Rome from 1995 to 1996, the Commission for Life and Ministry of Priests from 1998 to 2005, professor of Exegesis and Biblical Theology from 2002 to 2005, and rector of the Temple of the Annunciation at Metepec from 2009 to 2010. He was appointed titular bishop of Vadesi and auxiliary bishop of the Archdiocese of México on 22 June 2010 and was consecrated bishop on 30 July 2010; the consecrator and venue, the Basílica de Guadalupe with Cardinal-Archbishop Norberto Rivera Carrera, are Wikipedia-tier only and are flagged as such, the 2010 bulletin not having been located. The Spanish Wikipedia succession box prints the titular see as 'Valesi'; the bulletin and GCatholic form 'Vadesi' governs, the variant recorded, not merged. His auxiliary offices, on the Wikipedia tier, were Vicar General, episcopal vicar of the Third Pastoral Zone, episcopal vicar of the First Vicariate in 2019, member of the CEM Permanent Council from 2012 to 2018, and head of the Episcopal Dimension for Biblical Pastoral from 2018 to 2021. On 28 September 2019 Pope Francis erected the dioceses of Azcapotzalco, Iztapalapa, and Xochimilco from the Archdiocese of México and named Castaño Fonseca first bishop of Azcapotzalco, at the same time erecting the ecclesiastical province of Toluca; he took possession of Azcapotzalco on 7 November 2019, the erection day, the diocesan history page confirming the erection and his first bishopric and Desde la Fe supplying the explicit possession wording, and he was already a bishop, so possession, not consecration, governs this first-bishop tenure. The cathedral is Santos Apóstoles Felipe y Santiago. On 11 February 2026 Pope Leo XIV appointed him fourth bishop of Atlacomulco, and he took possession there on 13 April 2026, the same day the Azcapotzalco administration passed to Archbishop Fernández Hurtado and the Atlacomulco administration of Bishop Juárez Meléndez ceased, the expected transfer pattern. His Atlacomulco predecessors were Ricardo Guízar Díaz from 1984 to 1996, Constancio Miranda Weckmann from 1998 to 2009, and Juan Odilón Martínez García from 2010 to 2024, whose resignation was accepted on 3 July 2024, followed by the Juárez Meléndez administration until 13 April 2026. Atlacomulco was erected on 3 November 1984 as a suffragan of Toluca, on the Wikipedia tier, with its cathedral at the Divina Providencia.
