The Life

Broderick Soncuaco Pabillo was born on March 11, 1955, in Victorias, Negros Occidental, to Conrado Cordova Pabillo and Gloria Acuña Suncuaco. A Salesian of Don Bosco, he finished primary school at St. Joseph School in Naga, Camarines Sur, in 1968 and secondary school at Don Bosco Juniorate in San Fernando, Pampanga, in 1972. He entered the Salesian novitiate in Canlubang, Calamba, Laguna, in 1974, earned a Bachelor of Science in Industrial Education at Don Bosco College, Canlubang, in 1977, taught at Don Bosco Makati from 1977 to 1978 and at Don Bosco Canlubang from 1978 to 1979, and studied theology at the University of Santo Tomas, graduating with a Bachelor of Arts in Sacred Theology in 1982. He made his perpetual vows on April 1, 1981, and was ordained a priest by Manila Archbishop Jaime Cardinal Sin on December 8, 1982.

After ordination he studied Sacred Scripture at the Pontifical Biblical Institute, receiving his licentiate in 1986 under the Pontifical Gregorian University. He was parochial vicar of San Ildefonso Parish in Makati from 1986 to 1987, formator and professor of Old Testament at the Don Bosco Center of Studies in Parañaque from 1987 to 1999, and rector of the Don Bosco Seminary from 1996 to 1999. In 1999 he left the Salesians and was incardinated to the Apostolic Vicariate of Palawan, serving as parish priest of St. Ezekiel Moreno Parish in Puerto Princesa from 1999 to 2006.

On May 24, 2006, Pope Benedict XVI appointed him Auxiliary Bishop of Manila and Titular Bishop of Sitifis. He was consecrated bishop on August 19, 2006. As auxiliary he served as vicar general of the Archdiocese of Manila from 2006 to 2021. He chaired the Episcopal Commission on Social Action, Justice, and Peace of the Catholic Bishops' Conference of the Philippines from 2007 to 2013, its Permanent Committee on Public Affairs from 2013 to 2015, and its Episcopal Commission on the Laity from 2017 to 2021, and chaired the Federation of Asian Bishops' Conferences Office of Evangelization from 2017 to 2019. On February 10, 2020, on the departure of Cardinal Luis Antonio Tagle for Rome, Pope Francis appointed him Apostolic Administrator of the Archdiocese of Manila; he held that post until June 24, 2021, when Cardinal Jose Advincula was installed as Tagle's successor.

On June 29, 2021, Pope Francis appointed him Vicar Apostolic of Taytay in Palawan. He was installed on August 19, 2021, at 9:00 a.m., at St. Joseph the Worker Cathedral in Taytay, by Bishop Socrates Mesiona of Puerto Princesa, with Bishop Emeritus Edgardo Juanich present; Cardinal Advincula, who had been expected to preside, and Papal Nuncio Archbishop Charles John Brown were unable to attend because of pandemic travel restrictions. He succeeded Juanich, who had resigned in 2018 for health reasons, after a vacancy of three years. The vicariate had been established on May 26, 2002. His installation fell on his 15th episcopal ordination anniversary and the feast of St. Ezequiel Moreno, the Augustinian Recollect missionary who served in Palawan. His episcopal motto is Fides in caritate, 'faith through love' on the LiCAS rendering; the Varsitarian renders the gloss 'faith in love,' from Galatians 5:6.

Major Works & Initiatives
Installation homily, St. Joseph the Worker Cathedral, Taytay, August 19, 2021
In his homily at his installation as Vicar Apostolic of Taytay, Pabillo set out his program: enlightening people to the truth, promoting justice, preserving the environment as God's gift for all and not just the few, and upholding the right of every person, and pledged he would not refrain from speaking and acting to save the faithful from danger and deceptions. He called the installation a miracle of God, a return to Palawan after seven years as a missionary there, a line paraphrased here, not quoted with the shipped pair, since the shipped 33-word programmatic fragment plus the 26-word miracle fragment total 59 words. Cardinal Tagle's text-message lines, that God would show His faithfulness through Pabillo, are Tagle's, never Pabillo's. A pastoral homily, not a Traditionis custodes act.
Statement rejecting the Charter-change signature campaign, January 11, 2024
In a statement issued on January 11, 2024, Pabillo urged the public not to sign a petition for Charter change through a people's initiative, saying it was not an initiative of the people but of some politicians. He issued the statement in response to reports of payouts in exchange for signatures. LiCAS News notes, via CBCP News, that he was the first bishop to openly speak against the renewed Charter-change attempts. The BusinessMirror's January 14, 2024 lines on the same statement are not added here, since that piece was not opened. A pastoral statement, not a Traditionis custodes act.
Joint pastoral letter and signature campaign for a mining moratorium, December 1, 2024
Pabillo co-signed the joint pastoral letter of December 1, 2024, with Bishop Socrates Mesiona of Puerto Princesa and Bishop Emeritus Edgardo Juanich, calling for a halt to new mining applications and expansions in Palawan and launching a signature campaign for a 25-year moratorium ordinance. This work is prose-only for Pabillo: the campaign homily quotations are Mesiona's, not Pabillo's, and no Pabillo-alone mining statement was found after a targeted search. The April 2023 joint dispersal statement is not included here, since that piece rests on search text only and was not opened. A pastoral campaign, not a Traditionis custodes act.

Administrator appointment February 10, 2020, held until June 24, 2021, cites a PNA piece dated February 11, 2020, which was not opened; the June 24, 2021 installation itself is confirmed by the opened Preda piece. NOT shipped as confirmed: consecration principal Rosales, co-consecrators Filoni and Arigo, and the Puerto Princesa venue, citing an unopened UCA News profile.
