Carlos Enrique Samaniego López
Carlos Enrique Samaniego López was born in Mexico City on 8 October 1973 and was ordained a priest on 4 January 2001, incardinated into the metropolitan archdiocese of Tlalnepantla. His degrees are a licentiate in canon law from the Pontifical University of Mexico and a licentiate in dogmatic theology from the Pontifical Gregorian University in Rome. His offices, as the Holy See bulletin gives them, were the formators group of the minor and major seminaries, investigating judge of the archdiocesan tribunal, diocesan head of pastoral care of education, prefect of studies at the Seminary, member of the Presbyteral Council and the College of Consultors, defender of the bond, parish priest of San Francisco de Asís, and episcopal vicar of Pastoral Zone IV. His formation, on the Wikipedia tier, was the Seminario Interdiocesano Guadalupano at Cuautitlán Izcalli for philosophy, a theology licentiate at the Tlalnepantla seminary, the canon law licentiate at the Pontifical University of Mexico from 2003 to 2006, and the Gregorian licentiate from 2007 to 2009. In his own first message he says he was raised by his grandparents and uncles after the death of his parents, names his sister Mariney, calls himself a bishop formed in Tlalnepantla, and recalls serving as seminary formator and as parish priest of Corpus Christi and San Francisco de Asís in Tlalnepantla, and as a bishop seasoned in the pandemic in the great primatial archdiocese of Mexico.
He was appointed titular bishop of Cillio and auxiliary bishop of the Archdiocese of México on 16 February 2019 and received episcopal ordination on 25 March 2019, in the Basílica de Guadalupe on his own words; the consecrator is Wikipedia-attributed to Carlos Aguiar Retes and is carried as attributed only, never as a primary-sourced assertion. The bulletin prints the titular see as Cillio; the Spanish Wikipedia body and GCatholic print Cillium, the standard titular-see form, and both forms are recorded here, not silently merged. On 21 August 2025 the same bulletin accepted the resignation of Juan Manuel Mancilla Sánchez, fourth bishop of Texcoco, and appointed Samaniego López his successor. He took possession of Texcoco on 10 November 2025 and is its fifth bishop. The diocesan report describes a city-centre welcome with Cardinal Aguiar Retes and emeritus Mancilla Sánchez, greetings from Governor Delfina Gómez Álvarez and municipal president Nazario Gutiérrez Martínez, a profession of faith and oath of fidelity before Nuncio Joseph Spiteri and the College of Consultors in the cathedral of the Inmaculada Concepción, reception by Archbishop Fernández Hurtado of Tlalnepantla and the cathedral rector, and a Mass of the beginning of his episcopal ministry from about 11:00 at the Feria del Caballo recinto, with the Nuncio presenting the Apostolic Letters in the name of Pope Leo XIV and Samaniego conducted to the cathedra before more than fifty bishops. The episcopologio sequence in his own address is Ferreira Arreola first, Magín Camerino Torreblanca second, Aguiar Retes third, Mancilla Sánchez fourth, Samaniego fifth; the sequence only is shipped, and the second bishop's name is Torreblanca without a second surname, as the message prints it.
His episcopal motto is 'Cristo vive en medio de nosotros,' in his own words in his first message and proclaimed at the close of the possession report, and it is asserted here on that diocesan-primary, own-words evidence. The Spanish Wikipedia infobox slot gives a conflicting string, 'Gaudium et spes' ('Alegría y esperanza'); the two are not merged, and whether the Wikipedia string was an earlier auxiliary-era motto is unestablished and is not speculated on. No book or signed pastoral letter of his was found; his first message is a possession-Mass address, ministry rather than a work, and is quoted below, not catalogued as one. A Texcoco decree on lay presiding and liturgical vestments is deliberately absent from this biography: it concerns lay presiding and vestments, not the 1962 Missal, so it is not a Traditionis custodes act, and its year is unconfirmed in any opened diocesan-primary text, so no dated claim is made for it.
