Cerilo Uy Casicas
Cerilo Uy Casicas was born on March 18, 1967, in Duero, Bohol. He studied philosophy at Our Lady of Perpetual Help Seminary in Koronadal and theology at St. Francis Xavier Regional Major Seminary in Davao, earned a theology degree at the Loyola School of Theology in Quezon City, completed priestly formation at San Jose Seminary in Quezon City in 1994, and earned a Licentiate in Dogmatic Theology at the Pontifical Gregorian University in Rome in 2003, with German language courses at the Language Institute Kreuzberg in Bonn in 2004. He was ordained a priest on October 27, 1994, for the Diocese of Marbel; no ordaining bishop is established in any source seen, so none is shipped. His posts included the chancery office from 1994 to 1995; dean of studies at Our Lady of Perpetual Help Seminary from 1995 to 2000; chaplain to the Filipino community in Rome from 2001 to 2004; instructor of philosophy at Notre Dame of Marbel University from 2005 to 2006; parish priest of Jesus Good Shepherd Parish in Polomolok from 2006 to 2009; a sabbatical at the Trappist Abbey of Our Lady of the Philippines in Jordan, Guimaras, in 2010; assistant priest in several parishes in General Santos City; and director and professor at St. John Vianney Seminary in Cagayan de Oro from 2013. All of that formation and post history except the final post rests on Wikipedia alone and is flagged as such; FilCatholic confirms he was Director of Pastoral Formation and professor at St. John Vianney Theological Seminary in Cagayan de Oro at his appointment. He was once a member of the Knights of the Altar of the Marbel cathedral. His motto 'Formam Servi Accipiens', Latin for 'Taking the form of a servant', is Wikipedia-only and is not shipped. On names: the roster gives 'Cerilo Uy Casicas'; the Inquirer installation piece and other reporting give 'Cerilo Allan U. Casicas', Allan being his given middle name and Uy the maternal surname; the UST page prints 'Cerilo Alan U. Casicas' with a single L, a variant spelling not copied; the Davao Catholic Herald's four-bishops piece spells him 'Cirilo Casicas', not copied; and FilCatholic misprints 'Cacicas' once, not copied.
On April 28, 2018, Pope Francis appointed him Bishop of Marbel, and he was consecrated and installed on July 11, 2018, at Christ the King Cathedral in Koronadal City, with Cardinal Orlando Quevedo of Cotabato as principal consecrator, receiving the ring, miter, and crosier from Quevedo; Nuncio Gabriele Caccia, CBCP President Romulo Valles, retired Bishop Dinualdo Gutierrez, about 30 other bishops, about 80 priests, and about 5,000 faithful attended, and the new bishop celebrated Mass with about 80 priests afterward. He is the fourth bishop of Marbel and the first local priest ordained in the diocese to be named to the post, succeeding Gutierrez, who served 37 years and retired in April 2018 at 79. The diocese covers three provinces and two cities, with more than 1.5 million Catholics. FilCatholic also confirms he was a summa cum laude graduate at the Loyola School of Theology in Manila and the Pontifical Gregorian University in Rome. His installation day matches the roster row, which carries the FilCatholic piece as from_source.
In the window, no governing act of his own concerning the 1962 Missal was found. His window record is environmental advocacy and preaching: a June 2022 response to the governor's veto of the measure that would have lifted South Cotabato's open-pit mining ban, appealing to legislators not to override the veto; a March 2023 letter to Governor Reynaldo Tamayo urging him to defend the province's ban after the Court of Appeals' August 22, 2022 decision limited it to small-scale operations, and asking for a dialogue on the province's plan of action; and an August 2023 homily at the University of Santo Tomas Misa de Apertura on 'Veritas in Caritate', truth in love from Ephesians 4:15, a homily, not a governing act. The columnist's own language in the June 2022 column, 'shameless and deliberate maneuver' and 'sly action', is the columnist's, never Casicas's, and the mining opposition his predecessor Gutierrez spearheaded is inherited context, not his act. The CBCP News mining pieces of June, July, and October 2022 and the PNA September 18, 2019 item were not opened, their URLs unrecovered and cbcpnews.net domain-blocked; the two opened pieces carry the mining work adequately. A January 2021 CBCP Monitor charter-change statement listing Casicas as secretary of the Episcopal Commission on Social Action, Justice and Peace is pre-window and collective, so it is bio context only.
