The Life

César Garza Miranda, O.F.M., was born on 18 October 1971 in San Nicolás de los Garza, Nuevo León. He qualified as an accountant before entering the Order of Friars Minor; the English bulletin CV alone records the accountancy qualification. He studied philosophy at the Instituto Franciscano de Filosofía in Zapopan and theology at the Instituto Teológico Franciscano in San Pedro Garza García. He took a licentiate in Philosophy, a licentiate and a doctorate in Dogmatic Theology at the Pontifical University Antonianum in Rome, and a Diploma for Formators at the Pontifical Gregorian University in Rome. The institution of his philosophy licentiate is given differently by the opened sources: the Holy See bulletin and the OFM article say the Universidad Franciscana de Guanajuato, while the archdiocesan page says the Universidad Franciscana de México in León, Guanajuato; the two renderings are not merged here. He entered the OFM novitiate on 14 August 1993, made solemn profession on 19 August 2000, and was ordained a priest on 14 December 2002 in the Basílica Nuestra Señora de Zapopan in Zapopan, Jalisco, incardinated in the Order of Friars Minor, Province of Saints Francis and James in Mexico.

As a Franciscan he served as President of the Provincial Commission for Media in Zapopan from 2001 to 2002; as parochial vicar of Santa Cruz in Guadalupe, Nuevo León, in 2002; as Subdirector General of the Franciscan Colleges in Etzatlán, Jalisco, from 2003 to 2008; as Vice-Master and professor of the Franciscan House of Formation for Philosophy from 2008 to 2009; as parochial vicar of Nuestra Señora de Guadalupe in San Pedro Garza García from 2016 to 2017; from 2017 as Guardian of the fraternity and parish priest of Nuestra Señora de Guadalupe in San Pedro Garza García and Dean of the Nuestra Señora de Fátima deanery; from 2018 as invited professor of the Instituto Franciscano de Teología in San Pedro Garza García; and from 2019 as representative of consecrated life members to the Presbyteral Council, the role the bulletin cites at his appointment. The dated archdiocesan list accounts for nothing between 2009 and 2016.

Pope Francis appointed him auxiliary bishop of Monterrey on 17 October 2020, assigning him the titular see of Magneto, and he was consecrated bishop on 17 December 2020. The consecration date rests on the CEM directorio; the archdiocesan auxiliares page states no appointment or consecration date for him. The archdiocesan page currently lists him as Vicar General, as Delegate for Health Pastoral, as Delegate on the Episcopal Vicariate team for Consecrated Life, and as Delegate for the Commission for Life. No motto is found for him in the opened sources, and no consecrator is established. His doctorate in dogmatic theology is established, but no dissertation or book title of his was found, so no work is listed.
