The Life

David William Valencia Antonio was born December 29, 1963, in Nagtupacan, Santo Domingo, Ilocos Sur. He studied philosophy at San Pablo Seminary, Baguio, and theology at the Immaculate Conception School of Theology in Vigan, and earned a doctorate in theology from The Catholic University of America.

He was ordained a priest for Nueva Segovia on December 1, 1988. He taught at the Immaculate Conception School of Theology, becoming dean of studies in 1993 and later rector, served as parish priest of Santa Lucia, Ilocos Sur, from 2005, and later as vicar general of Nueva Segovia. His episcopal motto is Ut vitam habeant ('That they may have life').

He was consecrated a bishop on August 2011, served as Auxiliary Bishop of Nueva Segovia, as Apostolic Administrator of San José in Mindoro, and as Bishop of Ilagan (2019–2025), and was appointed Metropolitan Archbishop of Nueva Segovia on November 4, 2025, taking possession on January 14, 2026.

Immaculate Conception School of Theology, Vigan
Professor, dean of studies (1993), and later rector of the archdiocesan theology school.
CBCP Episcopal Commission on Liturgy
Head of the commission as of November 2025. A conference role, not a diocesan Traditional Latin Mass act, and not counted as one.
Pastoral letter on corruption, Christ the King (reported November 2025)
As Bishop of Ilagan, a pastoral letter condemning corruption. A public-life act, not a liturgical act.

What he inheritedShort tenure (from January 14, 2026); no Traditional Latin Mass act by Antonio in Nueva Segovia was found in roughly nine months to the as-of date. No_record here means 'none found in a short tenure,' not a settled long-run record.

San José in Mindoro2018-03 – 2023-02-25administratorNo act of his own
What he inheritedCaretaker administration of the Apostolic Vicariate of San José in Mindoro, concurrent first with the end of the auxiliary tenure and then with Ilagan; no Traditional Latin Mass act by Antonio as administrator was found. The administration is not flattened into a sequential chain. End resolved 2026-10-27: Bishop Pablito Tagura was canonically installed as apostolic vicar on February 25, 2023 (LiCAS/CBCP News, February 28, 2023), and thanked Antonio for his service as administrator at the installation; under canon 430 section 1 the administration ends at the successor's possession, so the tenure closes 2023-02-25 on a possession basis. The UCA News directory's February 24 end date is not adopted against the CBCP News installation report. The UCA News directory list gives the range as November 21, 2015 to February 24, 2023; its November 2015 start conflicts with the Herald (March 2018) and the UCA biography (nominated March 22, 2018), so the start is kept at March 2018 and November 2015 is not adopted.

Domus Dei’s Verdict
The Bishop & the Mass of Ages
No governing act of his own found

No decree, circular, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Archbishop Antonio, in Ilagan or in Nueva Segovia, was found. His chairmanship of the CBCP Episcopal Commission on Liturgy is a conference role; no liturgy-commission decree or guideline authored by him was found, and the chairmanship is not counted as a diocesan act.

The Nueva Segovia tenure began January 14, 2026, so the finding there covers roughly nine months to the as-of date; no_record for Nueva Segovia means 'none found in a short tenure,' not a settled long-run record. The Ilagan and Nueva Segovia diocesan Facebook pages and chancery circular PDFs could not be retrieved by text fetch, so a Facebook-only circular would not have surfaced.
