Efren V. Esmilla
Efren Veridiano Esmilla was born on June 18, 1962, in Nagcarlan, Laguna, in the Philippines, to Cristobal and Crispina Esmilla. He earned a bachelor's degree from San Beda College in Manila in 1984 and emigrated to the United States in 1987, carrying his Filipino Catholic formation abroad. He entered St. Charles Borromeo Seminary in Wynnewood, Pennsylvania, and earned a Master of Divinity degree there in 1992, preparing for a priesthood that would bridge two cultures for the rest of his life.
Cardinal Anthony Bevilacqua ordained him a priest for Philadelphia on May 15, 1993, at the Cathedral Basilica of Saints Peter and Paul. He served as parochial vicar at St. John Chrysostom in Wallingford and Maternity of the Blessed Virgin Mary in Philadelphia, held seminary posts, then pastored Our Lady of Hope in Philadelphia for fourteen years from 2006, moving in 2020 to St. James in Elkins Park while also pastoring St. Martin of Tours from 2021. Alongside parish work he was spiritual director of the Legion of Mary from 2001 and chaplain of the Filipino Apostolate from 2005, and he speaks English, Spanish, Tagalog, Latin, and Portuguese.
Pope Francis appointed him an auxiliary bishop of Philadelphia on December 8, 2023, and Archbishop Nelson Perez consecrated him on March 7, 2024, at the Cathedral Basilica of Saints Peter and Paul, with the titular see of Ottana, making him the fourth Filipino-born bishop in the United States. As auxiliary he is entrusted with Episcopal Region IV, the parishes of the city of Philadelphia itself, and he celebrates the archdiocese's cultural liturgies, including its annual Cultural Heritage Mass and its Mass for racial healing. He remains an auxiliary bishop in active service.
On the older liturgy, Bishop Esmilla has no governing record of his own, and this dossier does not invent one. He was appointed in December 2023 and consecrated in March 2024, nearly three years after Traditionis custodes, and real searching across archdiocesan news, the appointment coverage, and general reporting turned up no decree, authorization, dispensation request, or appointment of his sustaining the 1962 Missal, and no public word from him for or against it. He is an auxiliary bishop, and in Philadelphia the governance of the older liturgy belongs to the ordinary, Archbishop Perez, not to his auxiliaries.
What he inherited is therefore Perez's settlement, not a policy of his making. On July 19, 2021, Archbishop Perez announced that places celebrating the Traditional Latin Mass and other sacraments could continue to do so, granting all priests faculty to celebrate with the pre-1970 books until further guidance, with norms to follow. Esmilla arrived long after that statement, as a pastor and then as the Region IV auxiliary for the city itself, and no act of his has altered, extended, or restricted that settlement. Celebrating multilingual and cultural liturgies is not celebration of the 1962 Missal, and the ordinary's acts are excluded by rule from moving his posture.
The honest verdict is accordingly no_record, at medium confidence: a searched absence, not an assumed one. It says nothing about his private liturgical sympathies, which no source states, and nothing about the archdiocese as a whole, whose record belongs to Perez. If an Esmilla act on the 1962 Missal emerges, it should be added as a dated action and the posture revisited; until then, silence is the record, and the dossier leaves it silent.
