The Life

Eugenio Andrés Lira Rugarcía was born on 24 July 1965; Spanish Wikipedia gives the city of Puebla as his birthplace. He is a priest of Puebla de los Ángeles. Spanish Wikipedia, citing an archived biographical note, places his priestly ordination on 22 February 1991 in the church of San Felipe Neri (La Concordia), Puebla, by Archbishop Rosendo Huesca Pacheco, and describes him as a member of the Congregation of the Oratory of St Philip Neri. No Holy See bulletin or diocesan primary confirms the ordination details or the order membership, so both are carried here as Wikipedia-only. His formation beyond the Puebla priesthood is not established in any opened non-Wikipedia source.

Spanish Wikipedia credits him, before his episcopate, as Director of the Centro Internacional de Difusión de la Divina Misericordia, as President of the Diocesan Commission for Social Communication, and as Professor and Spiritual Director at the Seminario Mayor Palafoxiano; all three offices are carried as Wikipedia-only. He was secretary-general of the CEM, so described by Catholic News Service in October 2015; Spanish Wikipedia gives the term as 14 November 2012 to 5 April 2016. Spanish Wikipedia also names him general coordinator of Pope Francis's February 2016 apostolic visit to Mexico, again Wikipedia-only. He heads the CEM's Dimensión Episcopal de Pastoral de Movilidad Humana, attested in January 2025 and again in April 2026; the start date of that headship is not established in the opened sources, and it must not be backdated: in the April 2021 joint United States-Mexico border statement the dimension's head is named as José Guadalupe Torres Campos of Ciudad Juárez, with Lira listed only as a signatory bishop of Matamoros.

He was elected titular bishop of Capo della Foresta and auxiliary bishop of Puebla de los Ángeles on 24 February 2011 — an e-consulta report of 22 November 2016 likewise notes his Puebla auxiliary service since that date — and consecrated bishop on 12 April 2011 by Víctor Sánchez Espinosa; the consecration date and consecrator rest on Spanish Wikipedia, as the GCatholic consecrated-bishops page returned a bot-check and no bulletin or diocesan primary for the consecration was located. The titular see is also rendered 'Buxentum' in some secondary material; Capo della Foresta and Buxentum are the Italian and Latin names of one see, not two sees. Pope Francis appointed him Bishop of Matamoros on 22 September 2016, and he took possession in Matamoros on 22 November 2016 as VI Bishop of Matamoros. The date and the start of his service are confirmed by the e-consulta report dated 22 November 2016, which records the solemn appointment event in Matamoros, names him VI Bishop of Matamoros, and states that the assignment received on 22 September 2016 began that day; the report does not itself use the words possession, installation, or toma de posesión, so the possession wording rests on the roster, whose cited diocesan video was not opened, and the bulletin confirms the distinct appointment date of 22 September 2016. He remains in office; the April 2026 Dicastery for Promoting Integral Human Development page calls him Bishop of Matamoros-Reynosa, the see's current double name. The July 2024 rename date itself rests on secondary pages only and is not coded.

The migrant-support system under his dimension: per CNA via Catholic World Report in January 2025, the Catholic Church in Mexico has 54 shelters, 12 soup kitchens, and five information centers providing direct help, with shelter and food, support for physical, emotional, and spiritual health, help contacting families and obtaining documentation, and legal advice. Lira's connection is as head of the dimension speaking for that system, not as founder of a personal network, and the January 2025 CEM statement pledging continued service to migrants, co-signed by Lira and CEM secretary-general Héctor Mario Pérez Villarreal, speaks as 'the bishops of Mexico': a collective conference statement, not his own document, and not listed as a work. On 27 March 2022 he hosted the bishops of Brownsville, Texas, for a binational synodal Sunday Mass at the Catedral de Nuestra Señora del Refugio, Matamoros.
