The Life

Francisco Eduardo Cervantes Merino was born on 13 October 1953, and was ordained a priest on 24 March 1979 for the diocese of Tuxpan; the Vatican Radio appointment item, the CEM directorio, and Catholic-Hierarchy agree on all three dates, and the roster born date agrees. NO birthplace is shipped: the Vatican Radio item prints a birthplace string that reads as a conflation or garble, no such locality is identifiable, and no second carrier exists, so the flag lives in the reference note, never as a bio assertion. He studied at the Jalapa seminary, took a licentiate in pastoral theology from the Pontifical Lateran University and a licentiate in educational psychology from the Normal Superior, and held the following offices before his appointment: assistant priest, pastor of Corpus Christi, professor in the seminary, Diocesan Coordinator of Youth Ministry, and member of the Council of Priests; at appointment he was Pastor of the Cathedral and Vicar for Pastoral Care. He is diocesan clergy, with no religious congregation and no post-nominal initials.

He was appointed Bishop of Orizaba on 2 February 2015 and was consecrated bishop on 23 April 2015 FOR Orizaba, so the tenure codes from consecration under the first-see rule, roster-exact; no separate installation is separately established, and the roster's installation note stands. Catholic-Hierarchy carries a 24 April 2015 'Installed' line at spine tier, but the Pozos precedent does not convert consecration to possession on spine alone, so the 24 April line is recorded in the reference note as an unresolved upgrade candidate, never as the tenure basis. He was still Bishop of Orizaba at as_of: he turned 73 on 13 October 2026, and no resignation acceptance or successor news surfaced. In the CEM he was Responsable de la D.E. de Catequesis y Nueva Evangelizacion, C.E. para la Pastoral Profetica, for the triennium 2024-2027 (Prot. 314/24), with the same role on the National Basilica of Guadalupe council; conference offices are background only, never tenures. On Wednesday 3 April 2024 he was robbed, unharmed, along with a group of priests, on a highway in his diocese; the CEM statement of 6 April 2024, signed by president Jaime Calderón Calderón and secretary general Ramon Castro Castro, is conference words, never his, and the opened OSV News report contains NO direct quotation from him anywhere, so nothing ships as a quote from that episode. He is a victim in that episode, never a controversy.

The Old Mass, See by See
Orizaba2015-04-23 – presentNo act of his own
What he inheritedOpen tenure spanning the opening of the Traditionis custodes window; no governing act of his own concerning the 1962 Missal was found for it through as_of, and no statement of his concerning communion with the Society of St. Pius X after the Holy See's 2 July 2026 schism declaration was found. His whole TC window falls inside his own Orizaba ordinaryship, so there are no predecessor TC acts to inherit, and no CEM collective act is attributed to him.
Since the SSPX decree of 2 July 2026: No statement recorded as of 2026-10-28.
