The Life

Herculano Medina Garfias was born on 27 November 1967 at Rincón de Cedeños, in the Archdiocese of Morelia. The Archdiocese of Guadalajara boletín on his Ciudad Guzmán possession describes him as "originario" of the town of Taximaroa, today Ciudad Hidalgo, in the mountainous northeast of Michoacán; that is an origin statement, not a birthplace statement, and it is kept separate from the Vatican birthplace, not merged with it. He took the licentiate in social doctrine at the Universidad Alberto Hurtado in Santiago de Chile and a diploma in social development and cooperativism; no seminary of formation is named in the opened primary sources. He was ordained a priest on 5 February 1996, incardinated in the Archdiocese of Morelia; neither the bulletin nor any opened source states his ordaining bishop or the place of ordination. PRIESTLY-ORDINATION-DAY CONFLICT, primary governs: the Holy See bulletin gives 5 February 1996, while Catholic-Hierarchy gives 15 February 1996. The dossier reports the primary date and flags the spine date; the two are not merged. Catholic-Hierarchy lists his diaconal ordination on 13 August 1995 at Morelia; that date is spine-only.

As a priest he served as head of social pastoral work and of the archdiocesan Caritas, and as spiritual director, professor, and bursar (Economo) of the seminary, in the Holy See bulletin's summary. The 2015 Vatican Information Service reprint adds chaplain of various religious communities and, at his episcopal appointment, bursar of the major seminary of Morelia. Pope Francis appointed him titular bishop of Gegi and auxiliary bishop of Morelia on 1 December 2015, jointly with Víctor Alejandro Aguilar Ledesma, and he received episcopal ordination on 25 February 2016. His consecrator is not primary-confirmed: Catholic-Hierarchy's episcopal-lineage page lists Alberto Cardinal Suárez Inda first, which in that site's convention is the principal consecrator, and Suárez Inda was archbishop of Morelia at the time, but no primary consecration report was found, so the consecrator is left blank pending a primary or diocesan source. Within the Episcopal Conference of Mexico he has since 2021 been responsible for the Faith Dimension; that is an office, not a work, and whether he still held it after moving to Ciudad Guzmán is not stated in any opened source.

Pope Francis appointed him bishop of Ciudad Guzmán on 4 May 2024, on acceptance of the resignation of Óscar Armando Campos Contreras. He took possession as fifth (V) bishop of Ciudad Guzmán on 18 July 2024. The archdiocesan boletín reports a 10:00 a.m. welcome at the Santuario de Guadalupe, possession and Eucharistic celebration in the cathedral, accompanied by Apostolic Nuncio Joseph Spiteri and Alfonso Miranda of Piedras Negras, with Cardinal Robles Ortega and emeritus Bishop Campos Contreras present in the cathedral; profession of faith and oath of fidelity; the Nuncio delivering the Apostolic Letters and preaching the homily, not Medina Garfias; and a welcome invitation by Fr. Juan Manuel Hurtado. Two boletín slips are NOT coded: its "con sus 57 años" (born 27 November 1967, he was 56 in July 2024) and its "desde el pasado 4 de junio" for the appointment's publicity (the Holy See bulletin dates the appointment 4 May 2024, which governs). Campos Contreras, who arrived 24 November 2017 and guided the diocese six years and seven months, is background only; that is his tenure, not Medina Garfias's.

What he inheritedNo decree, permission, restriction, celebration, or statement by him concerning the 1962 Missal was found for his Ciudad Guzmán tenure through as_of. Latin-Mass search hits returned were about Cardinal Jorge Arturo Medina Estévez, a different man, and generic Traditionis custodes commentary; none of it is attributable to Medina Garfias and none is cited for him. Not checkable in this pass: Ciudad Guzmán and Morelia diocesan Facebook and social pages (not opened; social content is poorly indexed), unindexed chancery material or diocesan decrees, video homilies, and CEM internal documents from his Faith Dimension role. Absence here means no record found in searchable opened sources, not proof that no act occurred.

What he inheritedNo decree, permission, restriction, celebration, or statement by him concerning the 1962 Missal was found for his Morelia auxiliary tenure. In the Traditionis custodes window he was an auxiliary, not the ordinary; any Morelia provision would have been his ordinary's act (Cardinal Suárez Inda until November 2016, then Archbishop Carlos Garfias Merlos), background only, never his posture.
