José Eugenio Ramos Delgado
José Eugenio Ramos Delgado was born on 28 October 1973 in Monclova, Coahuila. The Holy See bulletin prints 'Monclava,' a typographical error, and places the birth in the Diocese of Saltillo. He entered the Seminary of Monterrey in 1990, studying Humanities, Philosophy from 1991 to 1994, and Theology from 1994 to 1999. He was ordained a deacon on 22 August 1998 in the Basílica de Nuestra Señora del Roble, Monterrey, and a priest on 14 August 1999 in the Basílica de Nuestra Señora de Guadalupe, Monterrey, incardinated for Monterrey. He took the licentiate in spiritual theology at the Pontifical Gregorian University in Rome from 2009 to 2011. His priestly ordaining bishop is not stated in the opened sources, and his parents are not named in them, unlike the other auxiliaries profiled on the same archdiocesan page.
As a priest he served as parish vicar of the Parroquia del Rosario, Monterrey; as chaplain of the Misioneras de Jesús Sacerdote; as Director Espiritual, teacher, and Prefect of Apostolate at the Seminary of Monterrey in San Pedro Garza García; as Director Espiritual and Prefect of Apostolate of the introductory course; as coordinator of the propaedeutic stage; from January 2011, after returning from Rome, as auxiliary for spiritual direction in the philosophy stage; as parish priest of Santiago Apóstol, Santiago, Nuevo León, from 13 July 2013; as Episcopal Vicar of Pastoral Zone XI from 3 September 2018; as Rector of the Metropolitan Cathedral from 19 July 2020; as Director of the Escuela Bíblica Arquidiocesana from 1 January 2021; as parish priest of the Parish and Shrine of Nuestra Señora de Fátima, San Pedro Garza García, from 7 July 2023; and as Episcopal Vicar of Pastoral Zone V from 31 July 2023. The Holy See bulletin additionally names him rector and representative of the Antonio de Padua Ríos School. Pastoral Siglo 21 gives the Fátima appointment as 7 January 2023 and the Zone V appointment as 13 July 2023; the archdiocesan page's 7 July and 31 July 2023 govern, and the discrepancies are flagged, not merged. Pastoral Siglo 21 also calls the Gregorian degree a 'Maestría'; the bulletin and the archdiocesan page give the licentiate, which governs.
Pope Leo XIV appointed him Auxiliary Bishop of Monterrey on 6 December 2025, assigning him the titular see of Mattiana. At appointment he was Episcopal Vicar of the Fifth Pastoral Zone, parish priest of the Fátima shrine, and director of the Archdiocesan Biblical School. He received episcopal consecration on 19 March 2026, the solemnity of St Joseph, in the Basílica de Guadalupe, Monterrey. The date and venue are confirmed by the archdiocesan page, so the tenure no longer depends on the roster's GCatholic citation. His principal consecrator and co-consecrators are not established in the opened sources. He had no prior see: a priest of Monterrey throughout, Monterrey auxiliary is his first episcopal office. No CEM or conference role has been found. The Fátima parish site still lists his pre-episcopal offices and is stale since the consecration; it is not used as evidence of any current office.
