The Life

José Rafael Palma Capetillo was born on 11 September 1955, and was ordained deacon on 5 June 1980 and priest on 14 June 1981, both for Yucatán; the CEM directorio and Catholic-Hierarchy agree on all three dates, and the roster born date agrees. He was appointed auxiliary bishop of Yucatán on 2 April 2004, with the titular see of Vallis, and was consecrated bishop on 3 June 2004; under the auxiliary-start rule the Yucatán tenure codes from consecration, never from the appointment. He is diocesan clergy of Yucatán, with no religious congregation and no post-nominal initials; Catholic-Hierarchy lists him throughout as priest and deacon of Yucatán with no order initials. His priestly ordainer, diaconal ordainer, consecrator or consecrators, and the venue of the 3 June 2004 consecration are not established in any opened source and are left blank, and neither the Mérida Cathedral nor Emilio Carlos Berlie Belaunzarán is inferred as venue or consecrator. His priestly offices in Yucatán from 1981 to 2004 are likewise not established.

On 28 April 2016 the Holy See transferred him as auxiliary bishop to Jalapa (Xalapa), where he remains auxiliary at as_of: he turned 71 on 11 September 2026, below the 75-year resignation age, and no resignation, transfer, or successor has surfaced. Under the corpus auxiliary rules the Jalapa tenure codes from the transfer appointment, he being already a bishop, not from consecration and not from any installation, none having been found and none being needed for a transferred auxiliary. The roster row for Jalapa is therefore incomplete, not wrong: it omits the Yucatán tenure but states the Jalapa date and basis correctly, and the dossier repairs the omission with the Yucatán tenure above rather than collapsing the two tenures into one Jalapa tenure from 2004. Jalapa and Xalapa are the same archdiocese; the dossier uses the roster see spelling 'Jalapa' for the title string. During his Yucatán tenure the ordinaries were Emilio Carlos Berlie Belaunzarán (1995-2015) and Gustavo Rodríguez Vega (from 1 June 2015); during his Jalapa tenure they were Hipólito Reyes Larios (2007-2021, died in office) and Jorge Carlos Patrón Wong (2021-present). A diocesan-primary currency confirmation at October 2026 would still strengthen the Jalapa currency, which currently rests on Catholic-Hierarchy live listings and the English Wikipedia Xalapa page. Patrón Wong's move from Jalapa to Puebla does NOT close Palma's tenure: he remains auxiliary under the successor. No CEM commission or dimension office for him appears in the Prot. 314/24 comunicado for the triennium 2024-2027 (parent-checked in full, October 2026: no 'Palma' entry); the dossier states no CEM office for him.

No birthplace and no education are asserted for him: the sole place-string found is an astrology site giving 'Mérida' and a Gregorian education, search-rendered only, self-discrediting (it prints Mérida's coordinates with the wrong hemisphere), and an astrology site is never evidence.

The Old Mass, See by See
Jalapa2016-04-28 – presentauxiliaryNo act of his own
What he inheritedOpen tenure falling inside the Traditionis custodes window; no governing act of his own concerning the 1962 Missal was found for it through as_of, and no statement of his concerning communion with the Society of St. Pius X after the Holy See's 2 July 2026 schism declaration was found. The Jalapa ordinary's acts (Reyes Larios before 2021; Patron Wong from 2021) and any CEM collective act are background only, never his. The Jalapa appointment basis is CORRECT for an already-a-bishop auxiliary transfer, not residue.
Since the SSPX decree of 2 July 2026: No statement recorded as of 2026-10-28.
