The Life

José Rojas Rojas Jr. was born August 18, 1956, in Cebu City. He studied philosophy and theology at Holy Rosary Major Seminary in Caceres, earned a licentiate in theology at the Central Seminary of Manila in 1982, and a doctorate in moral theology and philosophy at the University of Louvain in 1985–1987.

He was ordained a priest for the Archdiocese of Caceres on March 29, 1981, at the Metropolitan Cathedral in Naga City by Archbishop Teopisto Valderrama Alberto. After a year as vice-parish priest he taught moral theology at Holy Rosary Major Seminary, serving as its rector for three terms from 1989 to 1998; he was president of the diocesan Commission for the Doctrine of the Faith and a judge of the Caceres Ecclesiastical Tribunal, and from 1998 parish priest of Our Lady of the Immaculate Conception in Naga City and vicar general of Caceres. His motto is Ipsi Gloria in Saecula (“To Him be glory forever”).

Pope Benedict XVI appointed him Auxiliary Bishop of Caceres on July 25, 2005, with the titular see of Idassa; he was consecrated September 15, 2005, with Archbishop Antonio Franco presiding. On May 19, 2008, he was appointed Bishop-Prelate of Libmanan, succeeding Prospero Arellano, the prelature’s first bishop-prelate, and took possession on July 2, 2008. As prelate he restored fiscal balance through individual funds, established St. Benedict Seminary in San Fernando on July 11, 2008, nine days in office, and petitioned the Holy See in late July 2008 for the prelature’s elevation to a diocese; the petition was forwarded November 3, 2008, approved by the CBCP plenary votation on January 24, 2009, and approved by the Holy Father, the Nuncio relaying the news on March 18, 2009. On March 25, 2009, the prelature was elevated to the Diocese of Libmanan and Rojas became its first bishop; the canonical erection and his installation took place June 19, 2009, presided over by Metropolitan Archbishop Leonardo Legaspi with Nuncio Edward Joseph Adams present.

The prelature had been created by the bull Philippinis in insulis on December 9, 1989, with 16 parishes and 19 priests; by 2008 it had 27 parishes and 32 priests, and its Saradit na Kristianong Komunidad (SKK) counted 3,765 family clusters by 2007. In the CBCP he was vice-chairman of the Episcopal Commission on Bioethics from 2005 to 2013 and chairman of the Episcopal Commission on Doctrine of the Faith; Wikipedia dates the chairmanship 2019–2025, but the November 2025 doctrinal paper still describes him as chair, so the dossier does not close it at 2025.

Major Works & Initiatives
Doctrinal guidance paper on tainted donations, October–November 2025
As chairman of the CBCP Episcopal Commission on Doctrine of the Faith, Rojas authored and spoke the theological paper issued after the CBCP received a request for guidance on donations tied to corruption, amid alleged irregularities in government flood-control and infrastructure projects (overpriced contracts, ghost projects); the guidance was published on the Archdiocese of Manila website October 30, 2025. Its positions: restitution, transparency, and repentance; “retrospective complicity” when the Church belatedly discovers a tainted benefit; redirecting unrestorable funds to justice or charity; immovable assets may remain if used for public or reparative purposes; public apologies when the Church unknowingly benefits. This is an office paper spoken by him as chair, not a personal diocesan decree, and it is not a TC act.
Zaragoza–San Isidro shrine brotherhood, June 12, 2026
Presided at the Diocesan Shrine of Our Lady of the Pillar in San Isidro, Libmanan, as it entered a bond of brotherhood with the Shrine-Basilica of Our Lady of the Pillar in Zaragoza, Spain, on the Solemnity of the Sacred Heart, with the acceptance of a sacred mantle sent from Zaragoza; his homily presented Marian devotion as leading always to Christ.
