The Life

Joseph Vincent Brennan was born on March 20, 1954, in Van Nuys, California, in the San Fernando Valley - the ninth of ten children of a grocer, and a twin; his twin brother still lives in the diocese he now leads. Bilingual in English and Spanish, he entered St. John's Seminary in Camarillo, taking a degree in philosophy in 1976 and a master's in divinity in 1980. Cardinal Timothy Manning ordained him a priest of the Archdiocese of Los Angeles on June 21, 1980.

His priesthood was Los Angeles through and through: associate pastor at Immaculate Heart of Mary in Los Angeles, St. Linus in Norwalk and St. Vibiana Cathedral, then pastor of St. Linus for twelve years and of Holy Trinity in San Pedro, chaplain to the California Knights of Columbus, a monsignor from 2005, and from 2012 Archbishop Gomez's moderator of the curia and vicar general. Francis made him an auxiliary of Los Angeles in 2015; Gomez consecrated him that September 8 and set him over the San Fernando Pastoral Region.

On March 5, 2019, Francis named him sixth Bishop of Fresno, succeeding Armando Xavier Ochoa, and he was installed on May 2, 2019, at St. Anthony of Padua Church - a vast, largely agricultural Central Valley diocese of eight counties and well over a million Catholics, nothing like the city that raised him.

Major Works & Initiatives
Preserving the FSSP's Holy Cross Chaplaincy
The Priestly Fraternity of St. Peter's Fresno chaplaincy, welcomed by his predecessor in 2017, continued its daily Traditional Latin Mass uninterrupted through the whole Traditionis Custodes era under Brennan; on Easter Sunday 2022 he attended its Solemn High Mass in choir, and in 2026 it took up new Mass times at St. Genevieve in Fresno.
Chapter 11 and the work of atonement (2024-2025)
Facing more than 150 clergy-abuse lawsuits filed under California's Child Victims Act, he announced in May 2024 that the diocese would seek Chapter 11 protection and filed on July 1, 2025, framing the process in letters to the faithful as a journey of conversion, contrition and equitable compensation for survivors while ministry continued.
Backing Cordileone on Communion (2022)
In a letter to his diocese of June 6, 2022, he publicly supported Archbishop Cordileone's decision to bar Speaker Nancy Pelosi from Communion over her abortion advocacy, calling it a pastor's care for her soul and a challenge to every bishop to form the consciences of Catholic politicians.
Marching with the farmworkers (2022)
On August 11, 2022, he and Bishop Emeritus Ochoa joined the United Farm Workers' 355-mile march at St. Anthony Mary Claret Church in Fresno and blessed the marchers at Calwa, backing the Agricultural Labor Relations Voting Choice Act in a diocese where many in the pews work the harvest.
In His Own Words
Controversies
The COVID-19 vaccine statements (2020)
In a video message of November 19, 2020, he urged Catholics not to jump on the vaccine bandwagon and said a vaccine using morally objectionable material at any stage - design, testing or production - could not be used. In a December 2020 statement and pastoral letter he clarified the position: the Pfizer and Moderna vaccines had used illicit material only to a small extent in testing, and Catholics could ethically decide for serious reasons to use them, while he strongly discouraged the AstraZeneca vaccine. Critics called the first message single-issue and confusing; the clarification aligned him with the wider bishops' guidance.
The year's delay to bankruptcy (2024-2025)
He announced in May 2024 that the diocese would file for Chapter 11 by August 2024; the petition came on July 1, 2025. Attorneys for survivors of clergy abuse called the delay a tactic to evade accountability and asked the court to investigate whether the diocese had misled survivors by calling the filing imminent for fourteen months. The diocese attributed the delay to accounting and staffing problems and denied bad faith.
At an Anglican episcopal consecration (2026)
On April 18, 2026, at St. James Episcopal Cathedral in Fresno, he took part in the ceremony consecrating an Episcopal bishop, Gregory Kimura. He was not listed among the consecrating bishops, but footage and photographs show him standing with the Anglican clergy, hands extended, during the laying on of hands. The Catholic Herald reported that the gesture prompted questions, some commentators reading it as active participation in a non-Catholic ordination, which canon law does not permit; the Church teaches Anglican orders null and void (Apostolicae Curae, 1896). No disciplinary action has been publicly taken.
The Old Mass, See by See
Fresno2019-05-02 – presentNo act of his own
What he inheritedThe state Bp. Brennan inherited was made by his predecessor: Bp. Armando Xavier Ochoa welcomed the Priestly Fraternity of St. Peter to the diocese in 2017, and its Holy Cross Chaplaincy, under Fr. Jose Zepeda, FSSP, began in September 2017 based at St. Anthony of Padua parish in Fresno, offering the 1962 Missal daily. That was the diocese's one established traditional Latin Mass apostolate when Brennan took possession on 2 May 2019, and still its one when Traditionis Custodes was promulgated on 16 July 2021. Brennan issued no decree, statement or restriction on it at any point in the TC era: CNA's survey of 30 July 2021 records Fresno as 'N/A', and the tracker at traditioniscustodes.info carries no Fresno report at all (lead checked for this batch; the posture below rests on the FSSP and diocesan sources cited, not on the tracker).
  • 2022-04-17On Easter Sunday he attended the Holy Cross Chaplaincy's Solemn High Mass in choir, in the presence of the traditional community, and blessed the Easter baskets. Fr. Zepeda, FSSP, had waited for a solemn High Mass on a major feast day to have the bishop visit. No restriction on the chaplaincy accompanied or followed the visit; its daily Mass continued unchanged. ↗
  • 2026-04-24The Holy Cross Chaplaincy sponsored the night adoration (8:00 p.m. April 24 to 5:00 a.m. April 25) in the diocese's 40 Hours for Vocations, 24-26 April 2026 - the traditional community taking its assigned place in a diocesan devotion under Bp. Brennan. ↗
  • 2026-05-03New Mass times for the Holy Cross Chaplaincy at St. Genevieve Catholic Church, Fresno (1127 Tulare St.) began on Sunday 3 May 2026, still under Fr. Jose Zepeda, FSSP - Sunday Masses at 8:00 a.m. and 1:30 p.m. and a weekday round on the chaplaincy's published schedule. The chaplaincy's seat in the city changed; the apostolate itself, its priest and its daily 1962 Missal continued. ↗

Held before Traditionis Custodes; no record on the old Mass falls in this tenure.
Domus Dei’s Verdict
The Bishop & the Mass of Ages
No record of his own

What Fresno had when Traditionis Custodes fell was a gift of Brennan's predecessor: in 2017 Bishop Ochoa welcomed the Priestly Fraternity of St. Peter, whose Holy Cross Chaplaincy, under Fr. Jose Zepeda, settled at St. Anthony of Padua in Fresno and offered the old Mass daily. Brennan's answer to the motu proprio, so far as the public record shows, was silence - no decree, no statement, no designated-locations list. CNA's diocese-by-diocese survey of July 2021 records Fresno simply as 'N/A', and no Fresno implementation document has surfaced since.

But the chaplaincy was not merely left alone on paper; it was visited, in choir, by its bishop. On Easter Sunday 2022 - nine months into the new regime, when chanceries elsewhere were closing sites - Brennan sat in choir at Holy Cross's Solemn High Mass and blessed the Easter baskets, a visit the chaplain had long waited for. The Fraternity's own February 2022 decree from Pope Francis had by then confirmed that institutes of its kind are not bound by the motu proprio's general provisions, so honesty requires the caveat: Rome had already shielded this community, and its survival cannot all be credited to Fresno. What Brennan supplied was welcome, not governance - a welcome that never cooled. The chaplaincy sponsored a night of the diocese's 40 Hours for Vocations in April 2026, and from May 3, 2026 it began new Mass times at St. Genevieve in Fresno, still under Fr. Zepeda, with the same daily round.

The limits decide the posture. There is still exactly one traditional apostolate in an eight-county diocese, and it is the one he inherited; nothing was added, and no governing act of his - no permission, dispensation or decree - is on record at all. The choir visit and the Easter baskets are witness, and they are recorded in the actions below; witness does not change what a Catholic in Fresno can attend on Sunday, and Rome's February 2022 decree, not Fresno, shielded the chaplaincy. On the old Mass, his record so far is the record he inherited.
