The Life

Louie Patalinghug Galbines was born on November 18, 1966, in Aliwanag, Sagay City, Negros Occidental. He studied philosophy and theology at the University of Santo Tomas, then earned his licentiate and doctorate in sacred theology at the Pontifical University of St. Thomas Aquinas (Angelicum) in Rome, where he studied from 1997 to 2001. He was ordained a priest on April 29, 1994, for the Diocese of Bacolod. His early posts included vice dean and spiritual director of the Sacred Heart Seminary in Bacolod City, chancellor and secretary of the diocesan curia from 1994 to 1996, treasurer and collaborator of the Catholic Bishops' Conference of the Philippines from 2001 to 2006, vice president and then president of the diocesan Commission for the Clergy, parochial vicar of San Sebastian Parish in Bacolod City from 2007 to 2012, rector of the Sacred Heart Seminary in 2012, and Vicar General of Bacolod from January 2013 to March 2018. His episcopal motto is Confido, Latin for 'I trust', from Psalm 143:8.

On March 12, 2018, he was appointed the third Bishop of Kabankalan, succeeding Patricio Buzon. He was consecrated on May 28, 2018, at San Sebastian Cathedral in Bacolod City, with Cardinal Gaudencio Rosales as principal consecrator, and installed on May 29, 2018, at St. Francis Xavier Cathedral in Kabankalan City. The May 29 installation day rests on Wikipedia, citing CBCP News of May 29, 2018; the contemporary Inquirer account confirms the May 28 consecration. On May 14, 2026, he was appointed the seventh Bishop of Bacolod, again succeeding Buzon, and he was installed on August 11, 2026, at San Sebastian Cathedral, with Apostolic Nuncio Charles Brown presiding and Cardinal Jose Advincula preaching the homily. He thus succeeded Buzon in both Kabankalan and Bacolod.

His Kabankalan years inside the Traditionis custodes window left a thin public record: no Kabankalan-specific pastoral act of his own surfaced in targeted searching. A joint statement on coal by the four bishops of Negros, issued around 2020, was a collective act and predates the window, so it is not coded as his. In Bacolod, his first months include the September 30, 2026 PANGGAS ecological stewardship pact with nine schools, an act of ecological stewardship rather than liturgical governance. No governing act of his own concerning the 1962 Missal was found in either tenure.

PANGGAS ecological stewardship pact, Diocese of Bacolod, signed September 30, 2026
A memorandum of agreement signed at the Bishop's House in Bacolod City between the diocese, through the Caritas Bacolod Social Action Foundation, and nine schools: Carlos Hilado Memorial State University, Colegio San Agustin-Bacolod, John B. Lacson Colleges Foundation-Bacolod, La Consolacion College-Bacolod, St. Joseph School La Salle, St. Scholastica's Academy-Bacolod, St. Theresita's Academy-Silay, the University of Negros Occidental-Recoletos, and the University of St. La Salle. The pact is rooted in Laudato Si' and Laudate Deum, and on the same day the diocese partnered with the Bago City government for a mangrove planting at Barangay Sampinit. The report carries no quotation from Galbines himself, and the pact is not a Traditionis custodes act.
