The Life

Mel Rey Mingoa Uy was born January 6, 1968, in San Agustin, Romblon. He completed philosophical studies at St. Pius X Seminary in Roxas, Capiz, and theological studies at the University of Santo Tomas in Manila, where he later received a master's degree in philosophy.

He was ordained a priest for the Diocese of Romblon on May 24, 1994. As a priest of Romblon he served as spiritual director of San Lorenzo Seminary from 1995 to 1996, director of Holy Rosary Academy in San Agustin from 1995 to 2000, teacher at San Lorenzo Seminary and parish priest of Our Lady of Mount Carmel in Carmen, San Agustin, from 1998 to 2004, parish priest of St. Anthony de Padua in Agnipa and diocesan chancellor from 2004 to 2009, director of the Diocesan Commission on Liturgy from 1999, and, from 2010, diocesan economist (bursar), director of the Diocesan Pastoral Secretariat, and a Basic Ecclesial Community worker; as BEC director he organized the first diocesan BEC fellowship in Romblon. He held no prior episcopal tenure; he was appointed Bishop of Lucena straight from the Romblon diocesan economist post.

Pope Francis appointed him Bishop of Lucena on July 29, 2017, succeeding Emilio Z. Marquez, who retired after 14 years, as the diocese's fifth bishop. He was consecrated and installed on November 8, 2017, with Cardinal Jose Advincula as consecrator. That installation date and consecrator rest on Wikipedia alone; no diocesan or CBCP installation article was found, and the gap is recorded here rather than hidden.

Diocesan coal statement, September 2020
Diocese of Lucena statement, signed by over 100 members of the clergy including Uy, calling for the cancellation of three Quezon coal projects: the proposed 1,200 MW plant in Atimonan and the expansions at Mauban and Pagbilao, by SMC Global Power and Meralco's Atimonan One Energy. The statement's words: 'We oppose these coal-fired power plants also because they are entirely inconsistent with the care of our Common Home so desperately needed today.' The statement is diocesan and collective, not a solo utterance, and it predates the TC window (September 2020 against July 16, 2021), so it is recorded here as context, not as a window act.
