The Life

Narciso Villaver Abellana was born on November 11, 1953, in Talisay City, Cebu, and belongs to the Missionaries of the Sacred Heart (MSC). He earned an A.B. in Philosophy from Ateneo de Manila in 1973, studied at the Loyola School of Theology, and earned a licentiate in church history at the Pontifical Gregorian University in Rome. He was ordained a priest on December 28, 1978, in Talisay City. His posts included assistant parish priest at St. Joseph in San Francisco on the Camotes Islands, parish priest at St. Francis Xavier in Pilar on Camotes, formator at the MSC Seminary in Banawa, Cebu City, MSC provincial superior, chaplain of Central Luzon State University in Munoz, Nueva Ecija, service in the MSC general administration in Rome from 2005 to 2011, a posting at the National Shrine of Our Lady of the Rule in Lapu-Lapu City from 2011 to 2012, and a return to the Central Luzon State University chaplaincy. His episcopal motto, given only by Wikipedia, is not shipped, and no consecration principal or venue is shipped: Wikipedia alone names Socrates Villegas as principal, and no venue is established.

On October 15, 2013, he was appointed the fifth Bishop of Romblon, the first Filipino priest named a bishop by Pope Francis, succeeding Jose Corazon Tala-oc, who had been transferred to Kalibo in July 2011 after a tenure that left the see vacant for more than two years. He was consecrated on December 11, 2013, and installed on January 9, 2014, at St. Joseph Cathedral in Romblon. On April 23, 2026, he served as a co-consecrator at the episcopal ordination of Cyril Villareal of Kalibo, with Victor Bendico as principal consecrator, a liturgical role rather than a governing act.

In the Traditionis custodes window, his public record is environmental advocacy in his own diocese and jointly with neighboring bishops, not liturgical governance. In February 2023 he personally visited the anti-mining barricade on Sibuyan Island, and in August 2026 he led a joint pastoral statement by ten bishops and Caritas Philippines calling for an independent review of the Sibuyan mining agreement. In October 2026 he joined a joint statement against a Boracay casino. None of these is a governing act concerning the 1962 Missal, and no such act of his own was found.

Major Works & Initiatives
Visit to the Sibuyan anti-mining barricade, February 1, 2023
Abellana visited the protesters blocking trucks at Sitio Bato in San Fernando, Sibuyan, where a barricade had stood since January 29 against a nickel mining operation. The visit was an individual act of support, not a Traditionis custodes act. The quoted statement in the report, including the words 'Land is life. Water is life', belongs to the Catholic clergy of Sibuyan, not to Abellana, and is never quoted as his.
Joint pastoral statement on the Sibuyan mining agreement, August 2026
Led by Abellana and Gerardo Alminaza, and signed by the bishops of Capiz, Kalibo, Calapan, Boac, San Pablo, Lucena, Gumaca, and San Jose de Antique, together with Caritas Philippines. It asked for an independent review of Altai Philippines Mining Corporation's Mineral Production Sharing Agreement No. 304-2009-IVB, covering about 1,580.80 hectares in San Fernando, Sibuyan, under a cease-and-desist order from 2011 that was lifted in 2021, and for cancellation if grounds were confirmed. A joint statement: a works entry with collective attribution, never posture, even though Abellana led it.
Joint statement against a Boracay casino, issued October 8, 2026
Issued with Victor Bendico of Capiz and Cyril Villareal of Kalibo, days after Villareal's own pastoral statement on the same subject. A joint statement: a works entry with collective attribution, never posture. Diocesan opposition to Boracay casinos dates to a shelved 2003 proposal and a 2021 appeal, but that opposition belongs to predecessors and is inherited context, not Abellana's act.
