The Life

Oscar Efraín Tamez Villareal was born on 4 September 1973 in Allende, Nuevo León. After studying for the priesthood at the Monterrey Seminary he was ordained a priest on 15 August 2003, incardinated for the metropolitan archdiocese of Monterrey; the place of his priestly ordination and the ordaining bishop are not stated in either Holy See bulletin. In 2008 he was awarded a licentiate in moral theology: the 2021 bulletin gives the Alphonsianum Academy in Rome, while the 2016 bulletin gives the Pontifical Gregorian University. The 2021 version governs in this dossier, as the later and fuller curriculum with a year; the 2016 variant is footnoted in the references, never merged into a single institution. As a priest he served as parish vicar; as attorney for matrimonial cases at the Ecclesiastical Tribunal; as formator and lecturer in the seminary; as coordinator of the vocational centre; as coordinator of the Commission for Responsible Parenthood and the Defence of Life; as a member of the National Council of the Mexican Organisation of Vocational Pastoral Care; and as chaplain of the Daughters of Mary Immaculate.

He was appointed titular bishop of Madauro and auxiliary bishop of Monterrey on 31 October 2016, with Heriberto Cavazos Pérez as fellow auxiliary, and received episcopal ordination on 11 January 2017. His consecrators and the consecration venue are not stated in either bulletin. Pope Francis appointed him Bishop of Ciudad Victoria on 23 September 2021, transferring him from the titular see of Madauro and the office of auxiliary of Monterrey. His episcopal ministry in the diocese began on 17 November 2021. His predecessor, Antonio González Sánchez, had resigned on 30 March 2021, and Archbishop Rogelio Cabrera López administered Ciudad Victoria until Tamez began. His episcopal motto, per the diocesan history page, is 'Domine quid me vis facere' ('¿Señor qué quieres que haga?'); the Spanish gloss is the page's translation, not a recorded utterance, and is not quoted. At the CEM's 111th Plenary Assembly he was elected head of the Episcopal Dimension for Vocational Pastoral Care; the assembly date and the term are not given on the diocesan page.

From 2025 to 2026 he also served as Apostolic Administrator of Tampico, concurrent with Ciudad Victoria, during the vacancy after José Armando Álvarez Cano was appointed coadjutor archbishop of Morelia in January 2025 and before Margarito Salazar Cárdenas took Tampico. The administration is confirmed by InfoVaticana (6 February 2026); its endpoints rest on Catholic-Hierarchy event listings: appointed administrator 17 March 2025, ceasing 9 April 2026, the day Salazar Cárdenas was installed. No diocesan or CEM primary for either endpoint was located.

CV: born 4 September 1973 in Allende, Nuevo Leon; Monterrey Seminary; priest 15 August 2003, incardinated Monterrey; licentiate in moral theology 2008, Alphonsianum Academy, Rome; offices list; appointed titular bishop of Madauro and auxiliary of Monterrey 31 October 2016, episcopal ordination 11 January 2017. Spelling flag: the roster slug and name field use 'Villarreal' (double r); both bulletins and the diocesan page use 'Villareal' (single r). Tamez CV: born Allende, Nuevo Leon, 1973; priest 2003; licentiate in moral theology from the Pontifical Gregorian University (conflicts with the 2021 bulletin's Alphonsianum Academy; the 2021 version governs in the main text and the 2016 variant is footnoted, never merged).

Diócesis de Victoria — Diocese of Ciudad VictoriaDiocesan history page. Gonzalez Sanchez resignation accepted 30 March 2021; Cabrera Lopez named Apostolic Administrator from that moment; 23 September 2021 Nunciature via CEM General Secretariat: Francis named Oscar Efrain Tamez Villareal V Bishop of Ciudad Victoria; 'Dando inicio a su ministerio episcopal el 17 de noviembre' and motto 'Domine quid me vis facere' ('Senor que quieres que haga?'). Possession-wording flag: the page says 'dio inicio a su ministerio episcopal,' not 'tomo posesion,' unlike its entries for predecessors Tirado (1965), Hinojosa (canonical possession 5 April), Lopez Mateos (canonical possession 29 January 1986) and Gonzalez Sanchez (canonical possession 14 December 1995). The dossier tenure keeps the roster's possession basis and date, with this wording caveat. The page's 'buscando mostrar su constante disposicion para servir' is paraphrase, not quotation. Also: elected at the CEM CXI Plenary Assembly as head of the Episcopal Dimension for Vocational Pastoral Care (assembly date and term not given).
