The Life

Oscar Jaime Llaneta Florencio was born on February 5, 1966, in Capoocan, Leyte. He studied philosophy at Sacred Heart Seminary in Palo and theology at the University of Santo Tomas in Manila, and finished his doctorate in Sacred Theology at the Pontifical University of the Holy Cross in Rome in 1999. He was ordained a priest on April 3, 1990, and served as rector and theology professor at St. John the Evangelist School of Theology in Palo.

On July 3, 2015, Pope Francis appointed him Auxiliary Bishop of Cebu and Titular Bishop of Lestrona. He was consecrated bishop on September 4, 2015. On July 5, 2017, after the death of Bishop Leopoldo Tumulak, he was named Apostolic Administrator of the Military Ordinariate of the Philippines. On March 2, 2019, he was appointed Military Ordinary of the Philippines, and he was installed on April 3, 2019, at St. Ignatius de Loyola Cathedral in Camp Aguinaldo, Quezon City, with Papal Nuncio Archbishop Gabriele Giordano Caccia as main presider and Cardinal Luis Antonio Tagle as homilist. The consecrators and the consecration venue rest on Wikipedia alone and are not stated as confirmed in this dossier.

The Military Ordinariate, erected as a military vicariate on December 8, 1950, and elevated to an ordinariate on July 21, 1986, serves Catholics in the Armed Forces of the Philippines, the Philippine National Police, the Philippine Coast Guard, the Bureau of Fire Protection, the Bureau of Jail Management and Penology, and the Veterans Memorial Medical Center, with their dependents and civilian employees. On the Philippine News Agency's Catholic-Hierarchy figures it counts more than 120 priests in 65 parishes. Florencio succeeded Tumulak, who served from 2005 to 2017.

Major Works & Initiatives
Message on the new United States-Philippines defense deal, February 2, 2023
In a message read on Church-run Radio Veritas 846, Florencio expressed hope that the new defense deal between the United States and the Philippines, announced on February 2, 2023, during a visit by United States Defense Secretary Lloyd Austin, giving United States troops access to four more military bases and bringing the total number of Enhanced Defense Cooperation Agreement sites to nine, would benefit the country and its people and inspire other countries and military forces to go into dialogue and promote understanding and peace. A pastoral message, not a Traditionis custodes act.
Installation interview, St. Ignatius de Loyola Cathedral, Camp Aguinaldo, April 3, 2019
In an interview at his installation as Military Ordinary, Florencio said his appointment was significant because it could boost the morale of the chaplains, who now had a bishop and a shepherd. This work is pre-window, dated April 3, 2019, before the Traditionis custodes window. The 32-word second fragment from the same interview, on the Lenten renewal of the chaplains' vows, is not shipped with the 21-word morale fragment, since the two total 53 words. Cardinal Tagle's installation homily words, in the Veritas report of the same ceremony, are Tagle's, never Florencio's. A pastoral interview, not a Traditionis custodes act.
