Oscar Roberto Domínguez Couttolenc
Oscar Roberto Domínguez Couttolenc, M.G., was born on 13 May 1956; the CEM directorio, GCatholic and the roster agree on the date, and his birthplace, Puebla, rests on GCatholic spine tier only and is flagged as such, never upgraded with an astrology-site carrier. He is a priest of the Misioneros de Guadalupe (M.G.), ordained priest on 11 August 1983, which governs over the CEM directorio's June variant, the day (11) agreeing in both sources and both forms recorded, never merged. He was ordained bishop on 11 June 2007, on the agreement of the CEM directorio, GCatholic and Catholic-Hierarchy. His education and pre-episcopal offices were not established beyond M.G. membership and the 1983 ordination, and his consecrator and venue for 11 June 2007 are unestablished and left blank. No Holy See bulletin has been located for any of his three appointments, so the biography rides on the CEM directorio and on GCatholic and Catholic-Hierarchy spine tiers, flagged throughout.
He was appointed bishop of Tlapa on 27 March 2007 and consecrated on 11 June 2007, coding from consecration under the first-see rule, with no separate Tlapa installation found, flagged. He was not the first bishop of Tlapa: his predecessor was Alejo Zavala Castro (1992-2005), the see was vacant roughly 2005 to 2007, and no vacancy administrator was established, none being invented here. He was appointed bishop of Ecatepec on 17 July 2012 and took possession there on 17 September 2012. He was appointed Archbishop of Tulancingo on 3 July 2024 and took possession on 29 August 2024, succeeding Domingo Díaz Martínez (2008-2024). His Tlapa successor was Dagoberto Sosa Arriaga (2012 to the present), whose Tlapa possession date is separately unconfirmed in Mexico dating work and must not be back-derived from Domínguez's close. His Ecatepec successor was José Guadalupe Torres Campos, installed on 22 July 2026; the roughly 2024-2026 Ecatepec vacancy administration is someone else's tenure, not Domínguez's, and no holder is coded or invented here. The CEM directorio entry drops 'Oscar' ('Domínguez Couttolenc Roberto, M.G.'); the same PDF's diocese list uses the full form, and the roster and full form govern.
Tulancingo, on GCatholic background, was established on 26 January 1863 and promoted a metropolitan archdiocese on 25 November 2006, with Huejutla and Tula as suffragans, and its 2022 statistics are 10,698 square kilometres, 93 parishes, 16 missions and 168 priests. No book or signed pastoral letter with a bibliographic anchor was found, and no clean verbatim fragment of his own words from an opened page was found, so works and quotes stand empty deliberately; the blocked AM Hidalgo possession article is never quoted, its headline phrase coming from an unopened article.
