Pablo Virgilio Siongco David
Pablo Virgilio Siongco David was born March 2, 1959, in Betis, Guagua, Pampanga, the tenth of thirteen children of Pedro Sahagun David and Bienvenida Sanchez Siongco. He studied at Mother of Good Counsel Minor Seminary in San Fernando from 1970 to 1974, earned a bachelor's degree in pre-divinity from Ateneo de Manila University in 1978, a master's degree in theology from the Loyola School of Theology in 1984, and a licentiate and doctorate in sacred theology from the Catholic University of Louvain, defending a dissertation on the Book of Daniel in December 1991, with a diploma from the École Biblique de Jérusalem and French studies at the Institut Catholique de Paris. His episcopal motto is Kenosis, 'self-emptying' (Philippians 2:7).
He was ordained a deacon on September 28, 1982, and ordained a priest on March 12, 1983, by Oscar Cruz, for the Archdiocese of San Fernando. As a priest he served as deputy parish priest for one year, as director of Mother of Good Counsel Seminary until 1986, as dean and director of its philosophy department from 1984 to 1986, as full-time formator and professor of theology, as dean of its Graduate School of Theology from 1992 to 1996, as chairman of its Committee for Ongoing Priestly Formation from 1992 to 1996, as spiritual director of the Graduate School from 1996 to 2001, as head of its Commission on Clergy Affairs from 1996 to 2001, as director of formation of the Graduate School from 2000 to 2006, as guest professor at Maryhill School of Theology from 1992 to 1999 and at Loyola School of Theology, on the board of the Catholic Biblical Association of the Philippines, and as parish priest of the Parish of the Lord's Ascension in San Fernando in 2006. In 2004 he founded the Sunday Gospel talk show Men of Light with Marilou Diaz-Abaya and held monthly Biblia at Kape parish Scripture sessions, and after the 1991 Mount Pinatubo eruption he volunteered in social action and rehabilitation for survivors.
Pope Benedict XVI appointed him titular bishop of Guardialfiera and auxiliary bishop of San Fernando, Pampanga, on May 27, 2006. He was consecrated on July 10, 2006, with Gaudencio Rosales as principal consecrator and Paciano Aniceto and Angel Lagdameo as co-consecrators, and Cardinal Luis Antonio Tagle as preacher at the ordination. As auxiliary he served as parish priest of Holy Rosary Parish in Angeles City, founding its Social Action Center, and launched the Sagip Sapang Balen river-cleanup advocacy on May 23, 2009. Pope Francis appointed him Bishop of Kalookan on October 14, 2015, succeeding Deogracias Iñiguez Jr. He took possession of the cathedral church as the second Bishop of Kalookan on January 2, 2016, also assuming the position of parish priest.
He served as vice president of the Catholic Bishops' Conference of the Philippines from 2017 to 2021 and as its president from December 1, 2021, to November 30, 2025, across two two-year terms, succeeded by Gilbert Garcera, and as vice president of the Federation of Asian Bishops' Conferences from January 2025, having been elected February 22, 2024. Pope Francis announced him as cardinal-elect at the Angelus on October 6, 2024, and created him cardinal at the consistory of December 7, 2024, with the titular church of Trasfigurazione di Nostro Signore Gesù Cristo. The cardinalate is recorded here in bio prose, not as a tenure.
No decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Bishop David, in San Fernando or in Kalookan, was found in the searches listed.
His public record in the window is the CBCP and FABC leadership, the Kalookan programs, and the 2025 accountability advocacy, none of which is a governing act on the 1962 Missal. The CBCP's July 22, 2021 statement supporting Traditionis custodes is a collective conference act from President Valles's conference, when David was vice president, not David's own act. The San Fernando auxiliary tenure closed in 2015, before the window in any case.
