Peter Dai Bui
Peter Dai Bui was born on January 11, 1970, on Phu Quoc Island, Vietnam, and fled religious and political oppression with his family in 1977, when he was five, aboard his father's fishing boat. The escape was photographed by Associated Press photographer Eddie Adams, whose picture of the crowded boat helped open the way for Vietnamese refugees to reach the United States. The Buis settled in New Orleans, and Bui studied philosophy and theology at the Pontifical Athenaeum Regina Apostolorum in Rome.
Before joining the Diocese of Phoenix, Bui served with the Legionaries of Christ in Venezuela and Colombia, was chaplain at a high school in Caracas, and organized Amazon mission trips bringing food and sacraments to remote settlements. He joined the Phoenix diocese in 2007 and served at parishes in Queen Creek, Mesa, and Tempe, then spent 2011 to 2016 at the Vatican as an official of the Pontifical Council Cor Unum, the Vatican body for charitable and disaster-relief work. Pope Francis gave him the title of monsignor in 2014, and in July 2022 he became the diocese's vicar for clergy.
He was ordained a priest on December 24, 2003. Pope Leo XIV named him the second auxiliary bishop in the fifty-six-year history of the Diocese of Phoenix on December 19, 2025, and he was ordained a bishop on February 17, 2026, at St. Thomas Aquinas Church in Avondale, by Bishop John Dolan, with Bishop Emeritus Thomas Olmsted and Auxiliary Bishop Eduardo Nevares as co-consecrators. He continues as vicar for clergy and speaks Vietnamese, English, Spanish, German, and Italian. His episcopal motto is Omnia in caritate fiant, Let all that you do be done in love.
Bishop Bui took office as a Phoenix auxiliary on February 17, 2026, more than four years after Traditionis Custodes and after both the ordinary's decree and the change of ordinary in Phoenix. No decree, permission, dispensation request, or appointment of his own on the 1962 Missal was found in the eight months between his ordination and this dossier's date, and his short tenure gives little room for such a record to have formed.
What he inherited is the provision ordered by Bishop Olmsted in July 2021 and continued under Bishop Dolan: the 1962 Missal Mass continuing in the diocese, centered on the Priestly Fraternity of St. Peter parish of Mater Misericordiae with its second church, St. Edward the Confessor. That provision is the ordinary's, and it is recorded here as context only; it does not make Bui's posture preserved, because an auxiliary does not govern the diocese's liturgical provision.
No site count is asserted for Bui's own record. The diocesan provision is described in prose, and the counts that older reporting gives for it date from 2021 and are not carried forward as a 2026 figure. On the evidence available his record on the old Mass is simply blank, which is no_record, not a judgment about his views.
