Ricardo Lingan Baccay
Ricardo Lingan Baccay was born April 3, 1961, in Tuguegarao, Cagayan. He was educated at San Jacinto Seminary, studied philosophy and theology at the University of Santo Tomas in Manila, earned a master's degree at the Lyceum of Aparri, and a doctorate in educational management from the University of Manila.
He was ordained a priest for Tuguegarao on April 10, 1987, by Archbishop Diosdado Aenlle Talamayan. He served as special secretary to the archbishop (1987–1993), director of catechetical pastoral care (1987–2007), parish priest of St. Dominic, Gataggaman (1993–1999), and parish priest of the Santo Niño Shrine, San Gabriel, Tuguegarao (1999–2005), and became rector of San Jacinto minor seminary in 2005.
He was consecrated a bishop on April 10, 2007, served as Auxiliary Bishop of Tuguegarao and then as Bishop of Alaminos (2016–2019), and was appointed Metropolitan Archbishop of Tuguegarao on October 18, 2019, taking possession on January 14, 2020.
No decree, circular, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Archbishop Baccay for Tuguegarao was found in the searches performed. The 2021 circular sometimes associated with northern Luzon belongs to Archbishop Villegas of Lingayen-Dagupan, a different man and a different see, and is not attributed here.
No pre-Traditionis Custodes Tuguegarao Traditional Latin Mass site was established; the searches returned only a historical memoir by an earlier Tuguegarao bishop about the 1969 change of rite. The archdiocese's Facebook page and any archdiocesan circular PDFs could not be retrieved by text fetch, so a Facebook-only or PDF-only circular would not have surfaced; the finding is 'none found,' not proof that no internal act exists.
His co-signing of a joint 2021 Northern Luzon pastoral letter on killings, pandemic deaths, and corruption is a public-life act, not a liturgical act, and does not change the posture.
