He was ordained a priest on April 6, 1976. He served as assistant parish priest at Christ the King Cathedral, Tagum (1976–1978), as parish priest at San Nicholas de Tolentino, Mati (1978–1982), and as parish priest of Christ the King Cathedral, Tagum, and vicar general (1982–1994), and as scripture teacher at Queen of Apostles College Seminary, Tagum, and liturgy and sacramental theology teacher and rector at Remase.

He was president of the CBCP (2017–2021).

Controversies
Duterte dialogue, 2018
As CBCP president in 2018, Valles pursued dialogue with President Rodrigo Duterte after the president's public remarks about God; other bishops publicly disagreed with the dialogue approach. Recorded as a difference of approach among bishops, not as a finding against Valles, and with no motive or culpability adopted.
Pastoral letter on leadership and succession, 2025
In 2025 Valles issued a pastoral letter on leadership, corruption, and succession that drew public debate. No sanction or finding against Valles was found. Recorded as a public act and debate, not as a finding.
The Old Mass, See by See
Davao2012-05-22 – presentNo act of his own
What he inheritedNo decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Valles in Davao was found. The Davao appointment day is snippet-uncertain (February 11 versus February 12, 2012) and is not resolved; the tenure is dated from the possession date (May 22, 2012), which the CBCP profile establishes, read directly: 'On February 11, 2012, he was appointed Archbishop of Davao, succeeding Archbishop Fernando Capalla, and was installed on May 22, 2012'. A 2008 Divine Word Formation Center listing is pre-Traditionis Custodes (13 years) and is not his act. A 2026 society dissolution and an October 4, 2026, retreat-house listing are unattributed and are not cited. The 2011 SSPX letter belongs to his predecessor, Archbishop Fernando Capalla, and is pre-Traditionis Custodes. The CBCP statement of July 22, 2021, is the conference's collective act; Valles was CBCP president until December 1, 2021, but the statement is not his diocesan act. Installation day confirmed from the CBCP profile: 'installed on May 22, 2012'.
Since the SSPX decree of 2 July 2026: SSPX St. Joseph Priory, Davao City, reported in 2026 as attended by former society participants. Not a diocesan site; no Valles act toward it was found or attributed. No URL is cited: the source page was marked search-text in the consolidated sources table and is not cited.

Domus Dei’s Verdict
The Bishop & the Mass of Ages
No governing act of his own found

No decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Archbishop Valles, in Kidapawan, in Zamboanga, or in Davao, was found. Tenure dates are now carried at Herald-profile precision (Kidapawan consecration August 6, 1997; Zamboanga appointment January 9, 2007; Davao appointment February 11, 2012, with a Herald article variant of February 12 unresolved); The Kidapawan possession date remains not established; Zamboanga's is January 9, 2007; the Davao possession date (May 22, 2012) is established by the CBCP profile. Capalla's 2011 SSPX letter is his predecessor's, pre-TC, not Valles's act.

A 2026 society dissolution and an October 4, 2026, retreat-house listing are unattributed and are not cited.
