Ruperto Cruz Santos
Ruperto Cruz Santos was born October 30, 1957, in San Rafael, Bulacan, in the Diocese of Malolos. He studied philosophy and theology at San Carlos Seminary and received a Licentiate in Church History from the Pontifical Gregorian University in Rome.
He was ordained a priest on September 10, 1983, in the Archdiocese of Manila. He served in the Immaculate Conception Parish in Manila, as chaplain of Pasig Catholic College, as parish priest in Maybugna, and as rector of the Pontificio Collegio Filippino in Rome.
Pope Benedict XVI appointed him Bishop of Balanga on April 1, 2010. He was consecrated on June 24, 2010, and installed on July 8, 2010, succeeding Socrates Villegas. Pope Francis appointed him Bishop of Antipolo on May 23, 2023, on the acceptance of the resignation of Francisco de Leon. He was installed on July 22, 2023, at the Antipolo Cathedral, the International Shrine of Our Lady of Peace and Good Voyage, as the diocese's fifth bishop, taking possession of the cathedra; his predecessor, Bishop Emeritus Francisco de Leon, greeted him at the door. With his canonical possession of Antipolo, the Diocese of Balanga entered sede vacante, with Archbishop Florentino Lavarias of San Fernando temporarily overseeing it as apostolic administrator.
No decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Bishop Santos, in Balanga or in Antipolo, was found in the searches listed.
His public record in the window is the CBCP roles and the seafarers' ministry, not a liturgical act; nothing found here is coded as a governing act on the 1962 Missal. The CBCP's July 22, 2021 statement supporting Traditionis custodes is a collective conference act, not Santos's own.
