The Life

Scott Edward Bullock was born on October 26, 1963, in Royal Oak, Michigan, the youngest of three children, and raised in Elkton, Maryland. He came to the priesthood by way of the factory floor: degrees from the University of Delaware and the General Motors Institute, and work in the automotive industry, before he entered pre-theology at St. John's in Collegeville. He studied in Rome at the Pontifical North American College, took a theology degree in 1991 and later a licentiate in canon law from the Catholic University of America, and was ordained a priest of the Archdiocese of Dubuque on June 22, 1991.

Dubuque formed him as a formator and a judge: director of seminarians for fourteen years, rector of St. Pius X Seminary in Dubuque for eleven, director of the recently ordained program, judicial vicar from 2010 to 2020, and pastor, most recently of St. Edward in Waterloo. Pope Francis named him Bishop of Rapid City on June 25, 2024, after he had gone on pilgrimage the day before to the grave of his predecessor. He was ordained and installed on September 23, 2024. His motto is Surgite eamus - Rise, let us go.

What he inheritedThe diocese as he received it from the administrator, Father Daniel Juelfs, on 23 September 2024: one Traditional Latin Mass site, the FSSP's Immaculate Conception Church in Rapid City, offering the old Mass daily - Bishop Muhich's arrangement, untouched through the vacancy. On the old Mass, his record so far is the record he inherited.

Domus Dei’s Verdict
The Bishop & the Mass of Ages
No record yet

Bullock took possession of Rapid City on September 23, 2024, after a seven-month vacancy, inheriting the diocese's single, stable old-Mass provision: the FSSP's Immaculate Conception Church, where the ancient Mass is offered daily. In the two years since his installation, no public act of his on the 1962 Missal - no decree, permission, restriction or statement - has been found, and the Fraternity's parish continues as it did under his predecessor and under the administrator.

Society provision continuing undisturbed, without a dated act of the bishop, is no_record under this project's settled rule. On the old Mass, his record so far is the record he inherited.
