The Life

Victor Barnuevo Bendico was born January 22, 1960, in Roxas City, Capiz. He studied philosophy and theology at the University of Santo Tomas Central Seminary, Manila, and earned a doctorate in sacred liturgy at the Pontifical Institute of St. Anselm, Rome.

He was ordained a priest on April 14, 1984, by Bishop Antonio Floro Frondosa. He served as parish priest of Immaculate Conception Cathedral, Capiz, before his episcopal appointment.

He was appointed Bishop of Baguio in 2016 and served there until his appointment as Metropolitan Archbishop of Capiz in 2023, succeeding Cardinal Jose Advincula, taking possession on May 3, 2023, at the Immaculate Conception Metropolitan Cathedral, Roxas City. He served as Apostolic Administrator of San Fernando de La Union (2017–2018) and of Kalibo (June 2025–April 2026).

Major Works & Initiatives
Liturgy scholarship and CBCP commissions
Doctorate in sacred liturgy, Pontifical Institute of St. Anselm, Rome; CBCP Commission on Liturgy chairman (2021) and later chairman of the Episcopal Commission for Permanent Diaconate. Conference roles, not diocesan Traditional Latin Mass acts.
Capiz Circular 2023-03
General liturgical-discipline circular on the Orans posture during the Our Father. Not a Traditional Latin Mass act.
Baguio environmental advocacy
Environmental advocacy in Baguio (defence of pine trees; Panagbenga festival blessing, February 2023).
In His Own Words
Controversies
Facebook accusations and diocesan disclaimer, c. 2020–2021
In 2020–2021, Facebook posts accused Bendico of links to left-leaning groups including the CPP. The Diocese of Baguio issued a statement (via its vicar general/spokesman Fr. Rosito Pedro Jr.) condemning the posts and disclaiming any such links. No finding against Bendico was found. Recorded as third-party accusations plus a diocesan disclaimer, not as a finding, and with no motive or culpability adopted.

Capiz2023-05-03 – presentNo act of his own
What he inheritedNo decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass by Bendico in Capiz was found. His Capiz Circular 2023-03 on the Orans posture during the Our Father is a general liturgical-discipline circular, not a Traditional Latin Mass act, and is recorded in works, not as an action. His remarks in The Varsitarian's 2021 survey are commentary, not a governing act. The CBCP statement of July 22, 2021, is the conference's collective act, not his. A stated 'communitarian' liturgical preference is not evidence of restriction and is not coded as such.

Baguio2017-01-10 – 2023-05-03No act of his own
What he inheritedNo decree, permission, suppression, expansion, or transfer of the Traditional Latin Mass naming Bendico in Baguio was found. The CBCP profile carries 'EPISCOPATE January 10, 2017' and reads: appointed Bishop of Baguio by Pope Francis on October 1, 2016, succeeding Bishop Carlito Joaquin Cenzon, 'and he was ordained bishop on January 10, 2017 by Archbishop Marlo Peralta.' That is an ORDINATION date, so the tenure is based on consecration. The profile does not say he was installed and does not name Baguio Cathedral (its only cathedral reference is Immaculate Conception, Roxas City, his earlier pastorate); the same profile does say 'installed' of Capiz on May 3, 2023, so the omission is meaningful. The day of possession at Baguio is not established.
Since the SSPX decree of 2 July 2026: No statement recorded as of 2026-10-26.
